Whitestone Research will be holding its annual briefing for Federal facilities managers. While some of the subject matter will be specific for the Federal government, most of the topics can be applied to any manager of large, geographically dispersed facilities.
Whitestone's analysts will present findings and observations from their field work and research. The agenda is expected to include the following topics:
- Welcome and Introduction. The day will begin with introductions, a review of the agenda and a brief overview of Whitestone’s philosophy and approach to facility cost planning and policy.
- Facility Cost Planning and Policy Trends. Pete Lufkin of Whitestone will present an analysis of trends in Federal facility cost planning and policy.
- Trends in Facility Cost Models. Every Federal agency seeks to maintain alignment between facilities infrastructure and the demands of personnel, functions, and operational capabilities. The Department of Defense is exploring the development of a tool to systematically monitor, analyze, or forecast changes in the agency's net facilities footprint. This presentation demonstrates a prototype model for the assessment of a worldwide facilities portfolio, with the goal of managing growth and controlling costs.
- Facility Alchemy: Turning Inspection Data into Defensible Budgets. A facility condition assessment (FCA) produces a mountain of data and perhaps a point-in-time capital plan. Too often, once an FCA project ends, its data becomes stale, or it cannot be adapted to support key business decisions. This presentation will propose a framework for continuous facility data collection, budgeting and asset management planning.
- Facility Life Cycle Analysis of U.S. Nuclear Weapons Infrastructure. DOE’s National Nuclear Security Agency (NNSA) is evaluating its facility infrastructure needs in response to changing environmental conditions. An NNSA representative will review progress to date and present the tools and techniques that it is using for facility cost planning.
- The Cost of Going Green: A Case Study. This session will summarize the Federal legislation and mandates (e.g. EPACT2005, EISA 2007, EO 13423, DOE O 430.2B) that require a reduction in use of natural resources. It will then present a framework for evaluating energy saving initiatives that considers total life cycle cost.
- Operations Cost Modeling and a Micro-Model. Techniques for modeling sustainment life cycle costs are well developed, but not nearly as much attention had been paid to the annual operating costs that a building consumes. This session will define a framework for preparing detailed operations cost models.
